I. Meeting Called to Order

Meeting called to order 6:32 p.m.

II. Approval of Minutes

A. Commissioner Foster moved and Commissioner Pellaton seconded a motion to approve the minutes of September 21, 2015 Parks & Recreation Committee meeting.

Minutes approved as amended with the following change from Commissioner Pellaton, on page 2 of 4, V. A, sentence 4, should read Commissioner Pellaton and not Commissioner Ryrie.

VI. Managers’ Reports

Carol Heafey (Program Manager) reported on the following topics:

  • There are 389 kids registered at this time for Halloween Happening. As the event gets closer more kids will sign up. Last year there were 684 registered.
  • Fall II session classes started with 2,243. This is up from 2,157 last year.
  • After School Recreation started today. Central and McKenzie have a total of 367 registered.
  • Staff worked hard getting budgets ready.

Jeff Groves (Facility Manager) reported on the following topics:


  • 1,446 participants in gymnastics programs.
  • 6 new sections were added in various areas to give more people options.

  • The Fall into Wellness program started on October 12th with 31 participants enrolled. 26 out of the 31 are non-members, giving us an opportunity to convert to members.
  • Halloween Happening is underway.

VII. Proposed FY 2016 CRC Budget Review & 5 Year Capital Review

Superintendent Bingham stated that the budgets were prepared by starting with the recommended uniform fee increases that were approved by the Financial Planning & Policy Committee.

The Committee discussed the field rental fees. The Committee reviewed and discussed the location of the fields and possible options to rent out more field space. Commissioner Wolfe commented on collecting security deposits up front. Staff will look into security deposits when fields are rented.

The Committee reviewed and discussed in detail the line items on the budgets for CRC, Fitness, Older Adults and Parks. Some of the line numbers were discussed, including the Early Childhood contract services section which for 2016 includes radon testing that is done every 3 years. The Committee suggested offering another language in addition to Spanish since Spanish is being offered in school and the enrollment is down.

The Committee discussed revisiting initiation fee in Fitness. The Committee also discussed the Fitness center and possible ways to increase memberships. Superintendent Bingham commented that her Staff would like the increases to go up 3 1/2% instead of 5%. Director Wilson recommends for Staff to discuss this option further and bring back to the Committee.

Commissioner Wolfe would like to see lights at West Park be put on the capital budget for 2021-2025. Director Wilson suggested discussing this at the Committee of the Whole meeting in November. The Committee discussed playground renovations to see what can be completed. Commissioner Wolfe would like to see parks prioritized and not pushed out further. Director Wilson stated that year end results may be better and Staff will revisit Forest and Hibbard for renovations. The Commissioners would like to see passenger buses used and not 15 passenger vans at CRC.
