MINUTES OF THE REGULAR MEETING OF THE
BOARD OF COMMISSIONERS OF THE WILMETTE PARK DISTRICT
HELD IN THE COUNCIL ROOM OF WILMETTE VILLAGE HALL
MONDAY, MAY 9, 2011

Written notice of said meeting was given to the Commissioners and the Wilmette Life in accordance with the Wilmette Park District Code, Section 2103, and Section 2.02 of the Open Meetings Act.

Vice President Brault called the regular meeting to order at 7:30 p.m.

PRESENT: Vice President James Brault, Darrell Graham, David Miller, Michael Murdock, and Henry Wolff; Secretary/Director Stephen Wilson

ABSENT: Commissioners Dennis O’Malley and James Crowley

STAFF: Superintendents Bingham, Bowen, Eppelheimer, and Lambrecht; Communications Manager Donoghue

VISITORS: Peggy Miller, Tom Grisamore, Terry Porter

APPROVAL OF MINUTES:

Commissioner Murdock moved and Commissioner Miller seconded a motion to approve the minutes of the April 11, 2011 Regular Board Meeting.

By a roll call vote, voting Yes – Commissioners Brault, Graham, Miller, Murdock, and Wolff; voting No -- None. Absent – Commissioners Crowley and O’Malley. Motion carried.

Director Wilson stated that the Park District is a member of the Illinois Association of Park Districts (IAPD) and an award and certificate is being presented to Commissioner Miller tonight in recognition of his 20th Board member service anniversary and for his years of service to parks and recreation. Director Wilson then read the Certificate of Appreciation which recognized Commissioner Miller’s outstanding contributions, community leadership and service to advance parks, recreation and conservation in the State of Illinois as a member of the Wilmette Park District’s Board of Park Commissioners. Steve then presented Commissioner Miller with his plaque and award.

Director Wilson stated that in addition Commissioner Miller will be retiring from the Board after 20 years of service along with Commissioner Wolff who is retiring after 12 years of service.

Vice President Brault narrated a slide show presentation commemorating the 32 years of combined service that David and Henry provided to the community as members of
the Wilmette Park District’s Board of Park Commissioners. He stated they have  

contributed immensely to the successful operations of the Park District during their years on the Board with each one bringing unique strengths to the job.

David Miller was first elected in 1991 and over the course of his five terms in office he worked with a total of 14 different Board members. He was a member and chair of the Parks & Recreation Committee, the Centennial Operations Committee, the Financial Planning & Policy Committee, the Golf Operations Committee, the Real Estate Committee, the Intergovernmental Cooperation Committee and Vice President of the Board. David served as Board President from 1993-1995 and again from 2005-2007. His business savvy served the Park District well especially in matters of land and facility acquisition.

Henry Wolff was elected to the Board in 1999 and has worked with a total of nine different Board members over the course of three terms in office. He has also been a member and chair of the Parks & Recreation Committee, the Centennial Operations Committee, the Financial Planning & Policy Committee, the Golf Operations Committee, and Vice President of the Board. He served as President of the Board from 2003 to 2005. Henry’s quiet demeanor and deliberative approach to matters brought before the Board has been evident in his willingness to patiently listen to input from community members.

Both David and Henry have made it possible for the Park District to maintain and expand its services and facilities in a financially responsible manner. They personify the District’s mission’s statement which is “to enrich the quality of community life and promote wholesome activities through creative programming for people of all ages and abilities while protecting open space and natural resources for future generations.” The Park District staff and their fellow Board members thank David and Henry for their time and dedication and wish them all the best in the days to come.

Commissioner Murdock moved and Commissioner Graham seconded a motion to approve Resolution 2011-R-5, A RESOLUTION COMMEMORATING THE SERVICES OF DAVID MILLER.

Director Wilson read the resolution which stated that David has faithfully served on the Board of Commissioners of the Wilmette Park District since April of 1991 and has served as a member of the various Committees as well as Vice President and President of the Board. David was also instrumental as a Park Commissioner in many projects, has been responsive to the citizens of Wilmette, and has selflessly served to provide excellent Park District facilities and programs for the community. Director Wilson added that David was honored tonight with a 20-Year Service Award from the IAPD in recognition of his outstanding contributions, community leadership and service to advance parks, recreation and conservation in the State of Illinois.


By a roll call vote, voting Yes – Commissioners Brault, Graham, Murdock, and Wolff; voting No -- None. Absent – Commissioners Crowley and O’Malley. Commissioner Miller abstained from voting. Motion carried.

Commissioner Murdock moved and Commissioner Graham seconded a motion to approve Resolution 2011-R-6, A RESOLUTION COMMEMORATING THE SERVICES OF HENRY WOLFF.

Director Wilson proceeded to read the resolution which stated that Henry had faithfully served on the Board of Commissioners of the Wilmette Park District since April of 1999 and has served as a member of the various Committees also serving as Vice President and President of the Board. Henry was also instrumental as a Park Commissioner in many projects, has been responsive to the citizens of Wilmette, and has selflessly served to provide excellent Park District facilities and programs for the community. In addition, Henry was honored with a 10-Year Service Anniversary Award and Certificate of Appreciation in 2009 from the IAPD in recognition of his outstanding contributions, community leadership and service to advance parks, recreation and conservation in the State of Illinois.

By a roll call vote, voting Yes – Commissioners Brault, Graham, Miller, and Murdock; voting No -- None. Absent – Commissioners Crowley and O’Malley. Commissioner Wolff abstained from voting. Motion carried.

David Miller thanked his fellow Wilmette residents for allowing him to serve on the Park Board for the last 20 years and that it has been an honor and a privilege. He also thanked his family, particularly his wife Peggy, for their support during his terms of service as Park Board Commissioner.

Henry Wolff thanked everyone for their support and also thanked his family who without their support he could not have served on the Board.

Vice President Brault thanked the two of them for their leadership not only on the Board but also for the community at large. They have both been terrific models of service on how to make a community a better place to live.

Commissioner Murdock agreed with Vice President Brault’s comments and added that as the “new guy” he wanted to thank them both for taking him under their wings and helping him through the process of serving on the Board. He added the great thing about this group is that we had the benefit of them serving for such an extended period of time which resulted in being able to have an excellent historical perspective on issues. Also just recently in the last month or two, he has drawn on that perspective from both of them. They will both be missed and he hopes to be able to call on them in the future.

Commissioner Graham stated they will both certainly be missed. One area in which they have helped him tremendously is their ability to listen to residents and be responsive to their needs and wishes which have included some controversial issues. He then also offered his thanks to both.

Former Park District Director Terry Porter stated he had the pleasure of working with both David and Henry for many years through 2008. While viewing the slide presentation and seeing what was accomplished during their terms is phenomenal. He stated David learned something early in his term about not asking for community input first before moving ahead on proposed projects. As time went on, the importance of listening to the public and then developing a plan after hearing public input on what our community wants has served this Board very well and looking at the projects that have been accomplished since then is phenomenal. On behalf of residents of this community he thanked them very much for their service to the community.

Former Superintendent/Director Thomas Grisamore stated he doesn’t think people realize the amount of time and commitment it takes to be a good Board member. It is not the monthly meeting that comes across but rather it is committee meetings, public hearings and all the other meetings that their careers on the Board entailed. He then thanked them for their time commitment which everyone on this Board provides since it is over and above what most people realize. To look at the slide show and to see where the District is today because of the changes made in the last 12 to 20 years is incredible. He stated it had been a pleasure for him to work with both them and he thanks them very much for all of the help they provided during his years at the Park District.

Executive Director Wilson stated that on behalf of staff, he would like to thank David and Henry for their support and trust in staff and for making our jobs easier especially in light of his short tenure so far which has been a very easy transition. He thanked David and Henry for leaving the District in the great state that it’s in and he hopes to preserve it moving forward.

There being no further business to conduct, Commissioner Miller moved and Commissioner Wolff seconded a motion to adjourn sine die.

By a roll call vote, voting Yes – Commissioners Brault, Graham, Miller, Murdock, and Wolff; voting No -- None. Absent – Commissioners Crowley and O’Malley. Motion carried.

The meeting was adjourned at 8:00 p.m.
